The Old Mosque (Azad kashmir) is an old mosque samwal sharif. Sultan Mehmood Chaudhry (born in Mirpur) is the former Prime Minister of Azad Jammu and Kashmir and the leader of the Pakistan Muslim League in Azad Jammu and Kashmir, the first prime minister of Kashmir to come from Mirpur.

Chaudhry hails from an influential political family and is a thathaal jat. He is the son of the prominent Kashmiri leader Chaudhry Noor Hussain. He was educated in the United Kingdom and qualified as a barrister in London. He became prime minister of Azad Jammu and Kashmir in 1996.

Haji Sardar Yaqoob Khan, the outgoing caretaker Prime Minister, who was fielded by the four-party alliance.

MUZAFFARABAD – The Opposition in Azad Jammu & Kashmir Legislative Assembly moved no-confidence motion against Prime Minister Sardar Muhammad Yaqub Khan here on Monday.
Apparently it seems an effort to block formation of Muslim League (N) and split Muslim Conference has got united to replace AJK PM Sardar Yaqub by Raja Farooq Hadier Khan. The no-confidence motion was moved by Muslim Conference, Attique Group, MLA Ghulam Murtaza Gilani which was duly signed by all 17 members of the group. LA Speaker Shah Ghulam Qadir has summoned the session of the assembly for voting on no-confidence move on Thursday, October 15. It is worth mentioning here that Sardar Yaqub assumed the office of prime minister in January 2009 after a breakaway faction of Muslim Conference led by Raja Farooq Hadier voted out then prime minister Sardar Attique Ahmed Khan.
Now Raja Farooq has surrendered the presidentship of his own faction of Muslim Conference and accepted Opposition Leader in LA Sardar Attique as chief of United Muslim Conference. Meanwhile, in another development, AJK Minister for Revenue and Education has tendered his resignation alleging PM Yaqub for adopting weak stance over national and party issues.

This article is in response to the criticism of IMF in the earlier article titled “The new East India Company”. I am a critic of IMF’s policies but the earlier article ticked me off as it was based on populist aphorisms with no reference to economics or any stats. I was surprised that it was written by authors claiming to be professors at a prestigious business school, tax consultants and writers of several books.

History

In second half of 2008, Pakistan was facing a crisis. Shaukat Tarin came up with three plans notoriously known as Plan A, B and C. ‘Plan’ was a misnomer as in reality they represented a pecking order for our begging bowl. Plan A involved approaching Asian Development Bank (ADB) and World Bank (WB). Plan B consisted of approaching so called friends of Pakistan. Plan C was approaching IMF, the least desirable option.

ADB, WB and friends of Pakistan had reached a conclusion that they could not bail her out, though they had bailed out Pakistan earlier. The most famous was Saudi Oil Facility wherein Saudi Arabia allowed Pakistan to purchase oil on deferred payment basis after the nuclear blasts which was later turned into grant. This time again Saudi Arabia was considering a deferred payment facility to help out Pakistan. But Pakistani media and ministers were thinking that this additional facility might also be turned into a grant so Saudis refused to be taken for a ride. Hence, plan C was the only option available.

There was another option: Default. Default is not a good thing but it is not the end of the world. But to do that, you really have to have a good economic management team to breathe life back into the economy. The emerging market success story of last year, Russia, had defaulted in mid nineties. Argentina has a history of default. Ecuador was contemplating deliberately defaulting on its debt this year. I would have been gung ho for Pakistan defaulting on its debt but tell me the name of one person who had the financial acumen and leadership to steer the country out of the ensuing crisis. For all the talk of ‘home grown’ formulas, this country has failed to produce ‘home grown’ economists and financial managers.

Role of IMF

So it was our own incompetency that we ended up with IMF. When Pakistan borrows from IMF, Pakistan has to demonstrate to IMF that it can repay the loan from its cash flows. Otherwise IMF will request Pakistan to take steps and implement policies that will generate enough revenue to ensure repayment. Obviously one can argue for and against IMF’s policies but like a prudent lender, IMF will recommend and push the policies it knows best.

Amongst all this, we should not forget a more important role that IMF plays. It becomes the devil for forcing the government to take positive yet unpopular actions. For example, for such positive moves as reducing fiscal deficit, increasing tax base, and imposing tax on agriculture etc., IMF was painted as the New East India Company in the earlier article.

Populist Claims

The authors of the original article make the most ridiculous statement about agriculture tax. Agriculture is 21% of the national GDP however as far as I know tax contribution from agriculture is negligible. Would the authors let me know how much taxes does the agriculture sector pay and what is the mechanism to collect it? While they are at it, would they also please enlighten me who is paying taxes to Shaukat Tarin before they are due which was another absurd claim in their article.

I want to smoke what the authors have been smoking. How can they say that IMF is strangling the export base? As per SBP statements, from FY06 and FY08 when FDI was highest, around 70% of FDI was directed towards consumer sectors whereas only around 3% was directed towards export based sectors broad categories being cotton, leather and chemicals. There was no IMF at the time. As a matter of fact, we have not made any policies in this country for expanding the export base for quite some time with or without IMF.

The traders on the stock exchange pay next to nothing on the profitable trades that have made them millionaires and billionaires. IMF is pushing for imposition of Capital Value Tax on stock exchange trades. Yet successive governments have succumbed to powerful trader lobby’s whims and never imposed taxes (even as low as 0.2%) on these transactions..

Conclusion

Shockingly and shamefully, our tax-to-GDP ratio has never gone over 10%. The authors claim (and I believe them), the poor are already heavily (and disproportionately) taxed which means that the rich i.e., stock market billionaires, real estate landlords, textile magnates, industrial tycoons, and agriculture landlords who are not being taxed as much as they should be. So when IMF requests us to increase the tax base, it is actually doing us a favor.

True, all these multilateral aid agencies have a negative impact as well. For example, IMF will push for cutting certain expenses such as development expenditure, subsidies etc which hurt the underprivileged the most. Any serious criticism of IMF’s policies should target such issues but the earlier article was found wanting in the area.

Anyway, in our case, I would conclude that IMF is not ‘New East India Company’. Rather I would say Pakistan is a ‘Subprime Borrower’.

HISTORY OF MIRPUR AJK

The city of Mirpur was founded in 1052 AH (around 1642 AD) by a Gakhar chief Miran Shah Ghazi. The Imperial Gazetteer of India Provincial Series Kashmir and Jammu (1909) provides this information about Mirpur history as “it is said to have been founded by the Gakhars, Miran Khan and Sultan Fateh Khan”

The area now comprising Mirpur has been historically associated with Pothohar. Though modern demarcation of Pothohar devised by British excludes Mirpur by using Jhelum river as the eastern boundary. By the end of 18th century, Gakhar power in Pothohar had declined. Mirpur had become part of Chibb ruled state of Khari Khariyali with capital at Mangla Fort. With the rise of Sikh power in Punjab, Maharaja Ranjit Singh established his supremacy and set his eyes on the chibh states of Bhimber and Khari Khariyali. In 1810, a force was sent against Raja Sultan Khan of Bhimber and was met with fierce resistance. However, in 1812 another sikh army under prince Kharak Singh defeated Sultan Khan and the Bhimber state was annexed as Jagir on Kharak Singh. Around the same time, Ranjit Singh acquired Gujrat and invaded Khari Khariyali ruled by Raja Umar Khan. Raja Umar Khan made peace with Ranjit Singh. But before a settlement could be made, he died and Ranjit Singh confiscated the state and Mirpur became part of Ranjit Singh’s territories

In 1816, Ranjit Singh annexed Jammu state and in 1820 awarded Jammu to his commander Gulab Singh who hailed from Jammu and was under the service of Ranjit Singh for the past eight years. Between 1831-39 Ranjit Singh bestowed on Gulab Singh the royalty of the salt mines in northern Punjab, and the northern Punjab towns including Bhera, Jhelum, Rohtas, Mirpur and Gujrat. Gulab Singh kept on expanding his kingdom and in 1840 Baltistan was made subject to Jammu and Gilgit fell to a Sikh force from Kashmir in 1842. The state of Kashmir was annexed by Ranjit Singh in 1819. However the rebellion in Hazara in the beginning of 1846, compelled the country to be transferred to Raja Gulab Singh of Jammu as well.

 

 

 

 

 

 

   As an aftermath of the First Anglo-Sikh War and the Treaty of Lahore, The Treaty of Amritsar was signed between the British Government and Raja Gulab Singh of Jammu on March 16, 1846. This treaty transferred him all the hill states between Ravi and Indus. The transfer included Kashmir Valley, Hazara and the southern hill states (including former Khari Khariyali). Thus sealing the fate of Mirpur with the new state of Jammu and Kashmir.

Early Mirpur

Since Mirpur lies at the point where the Jhelum River breaks out of the heavily forested foothills of the Pir Panjal mountains into the plains of the largely treeless Punjab. It was an ideal spot for the construction of the boats used to carry goods down the five rivers of the Punjab to the Indus River and onto the seaports in the Indus delta. Traders have been operating from there across the Indian Ocean for over three thousand years. Most of the crew on the boats trading up and down the Punjab and Indus River system were drawn from Mirpur, as training as a boat-builder was a necessary prerequisite for becoming a boatman.

British rule

With the arrival of British rule however, the thriving river trade was decimated due to the construction of railway lines from Bombay and Karachi into the interior of the Punjab. Moving goods by rail was both cheaper and quicker, and hundreds of Mirpuri boatmen found themselves out of a job.

At the same time long-distance ocean trade was shifting from sail to steam. There was a huge demand for men who were prepared to work in the hot, dirty and dangerous stokeholds of the new coal-fired steamers. European seamen avoided such jobs whenever they possibly could. They preferred to work on deck. But in the 1870s Mirpuri ex-river boatmen were desperately searching for a new source of income. Although unfamiliar with stoking coal-fired boilers, they were prepared to learn and quickly gained a virtual monopoly of jobs as engine-room stokers on new steamships sailing out of Karachi and Bombay, a position they retained until coal-fired ships were finally phased out of service at the end of the second world war.

Post war

After world war two a new set of opportunities opened up. Britain’s economy was just setting off on what proved to be a long post-war boom, and there was an acute short of labour in the foundries of the Midlands, and the textile mills of Yorkshire and Lancashire. Now it was the turn of ex-seamen to become industrial workers in Britain. So when the Mangla lake was filled up in 1966, depriving large numbers of Mirpuri farmers of their land, an alternative was readily available: to move overseas to join those of their kinsfolk who had established themselves in Britain.

As a result, Mirpur is one of the principal sources of migration from Pakistan to Europe, and especially to Britain, so much so that close to half a million migrants from this area now live in the United Kingdom. Although it is widely believed that the principal reason for this outflow was the construction of the Mangla Dam, this is only partially true. Whilst the construction of the dam undoubtedly reinforced the scale of the outflow, since the waters of the lake swamped most of the best land in the District, emigration from this region began long beforehand.
